Retirees’ Corner-Retired ID Cards
March 2023

APB Article Gordon Koolman, Director of Retirees

There seems to be some confusion in some CHP Areas about having to qualify at the range if you have APPROVED CCW on your CHP I.D. Cards.

I have received several complaints that desk officers in some CHP Areas are refusing to process the forms without the member going to the range to qualify.

The CHP policy is that you do not have to qualify at the range to renew your CHP I.D. card that has been approved to have “approved CCW” on your CHP I.D. card.

To renew your CHP I.D Card, it is not necessary to go to the local CHP Area Office. You can call CHP Internal Affairs at 1-(916) 843-3060 for the forms or go to the Retired Members section of the CAHP website. If you send them back by U.S. mail, send them registered or certified mail with a signed receipt returned. DO NOT SEND THE FORMS BY REGULAR U.S. MAIL

CHP HR-218 Card (Federal authority to carry a concealed weapon through the United States, with exceptions)

The CHP HR-218 is the only CHP I.D. Card you must qualify every year at a CHP Area operated range. You must have a CHP I.D. Cards with APPROVED CCW and follow all requirements and CHP Policies. The CHP will not qualify an out-of-state agency.

Out-of-state residents can obtain a HR-218 in the state of residence. If you wish to obtain a CHP HR-218, you must come back to California and qualify at a CHP Area with a CHP range Officer. The CHP will not accept any range qualification from any other place than a CHP range and CHP range officer if you wish to have a CHP HR-218 card.

REMEMBER: If you retired AFTER January 1, 1981, you are required to renew your CHP I.D Card every 5 years to remain valid. Also, if you retired after January 1, 1981 and you still have a CHP I.D. Card with no renewal date on it, that card is not valid (REVOKED). You have no concealed carry weapon (CCW) rights. All those who retired BEFORE January 1, 1981, your CHP I.D. cards are valid until revoked.
