CAHP Negotiations Update
On March 5, Governor Gavin Newsom announced his appointment of a new Director for the California Department of Human Resources (CalHR). That position has been held by an acting director for the last several months while a permanent director was selected. The newly appointed individual is Eraina Ortega. Click here to read her bio. CalHR serves as the Governor’s representative in negotiations and as such, this is an extremely important appointment, specifically as it relates to the ongoing negotiations of your CAHP Negotiating Team.
Ms. Ortega has served in a multitude of roles in state government with Department of Finance and with the Department of Transportation (CalTrans), but her labor relations background comes from her experience serving in labor relations while employed with the California State Association of Counties. The CAHP has been advised that she will not begin her work with CalHR until later this month, but this is an important step in our efforts to complete the negotiations we began on your behalf last summer.
Because CalHR has been a department in transition, we have not yet had the opportunity to return to the bargaining table but this new appointment is a good step in that direction. As the new Administration rebuilds its labor relations team, we’ll continue to have regular meetings to ensure we are able to return to the table as soon as it is practical for the Administration to do so. It’s important for our members to keep in mind that our purposeful decision to walk away from bargaining last year was due, in part, to threats to the methodology by which our parity survey is conducted. That issue is extremely important to this organization and our membership. By preventing any interference with parity survey methodology, our members received a significant pay increase of 6.2%.
In addition to the information above, we are pleased to report that former CAHP CEO Jon Hamm has agreed to come back to the CAHP to serve in a consulting role as a member of our CAHP Negotiating Team. Most CAHP members know Mr. Hamm from his many years of serving as the CEO and Chief Negotiator for our organization. He is an invaluable resource and brings a tremendous amount of additional experience and talent to our team. We’re grateful he is willing to work with us once again and look forward to having him aboard.
