Comparing CAHP Health Benefits Trust Costs with Other Plans

The CAHP Health Benefits Trust has worked diligently over the years to maintain consistent health coverage at the lowest possible cost while ensuring only modest changes to the health plan benefits. As we enter into the 2021 plan year, the CAHP health plan coverage will remain the same with no benefit modifications.

However, as many of you are aware, the CAHP Health Benefits Trust overall plan premiums will increase by 7 percent on the Basic plan. This is attributed to higher claim costs for the past several years. Beginning Jan. 1, 2021, the monthly member portion our active members pay for the CAHP health plan will increase. In addition to the plan’s 7 percent increase, the active member state contribution (the amount the state pays toward active member health premiums) has decreased for 2021. The combination of those two items has resulted in an increased out-of-pocket cost for active CAHP members who participate in the CAHP Health Benefits Trust plan. Although the CAHP health plan premiums will increase, our rates and member share are comparable to the other health plans available through CalPERS.

While the basic plan premium also rose 7 percent for retirees, the state contribution for retirees increased, so there was only a minimal increase in the CAHP health benefits plan out-of-pocket cost for retirees.

It is important to note that not all health plans are not created equal. Comparing one plan to another purely from an out-of-pocket cost perspective can be misleading. For instance, the plans listed to the right range from PPO to HMO. There are significant differences in the delivery of care between these types of plans. In addition, there are important differences among PPO plans. For example, the CAHP health plan and the PERS Select plan will have several key differences. The CAHP health plan utilizes the full Anthem network of physicians throughout California, while the PERS Select plan utilizes a very narrow Anthem Network, which excludes some of the state’s top medical facilities, pharmacies and providers. In particular, members residing in less populated areas could have a more difficult time finding a preferred provider under the PERS Select plan.
